We are recruiting a Director of International Programmes (36 hours per week, vacancy number 2024-09).
The context of our international work in SRHR is changing rapidly. This context asks for a visionary director, combining creativity, inspiration and operations. You will navigate our international activities in this changing context, monitoring our strategic direction, ensuring the effective implementation of our international programmes and seeing opportunities for new projects and programmes. You will lead the International Programmes department in an inspiring way.
With 55 employees, you will work on the development and implementation of our international programmes. The programmes combine implementation, research, advocacy and communication. The Director of International Programmes oversees the department, which at the moment consists of 5 programme teams, each with a programme manager, the International Communication Coordinator and the Resource Mobilisation Unit.
What you will be doing
You embed vision and strategy in the organisation:

  • In the changing and complex context of our work on SRHR, you develop the overarching strategy for the international programmes, as part of the Rutgers strategy 2026 - 2030.
  • You lead the transformation of our international activities, focusing on chances and opportunities.
  • You identify opportunities for international activities and programmes. You bring the right organisations and people together to further develop these opportunities into concepts and project proposals.
  • You use your network to help diversify our network of donors and funders.
  • You steer towards the correct contracting and compliance of the international programmes and oversee that existing and new international programmes fit within the financial frameworks and the (internal and external) requirements.
  • In doing so, you ensure the continuity of our international activities, consolidate relationships with donors and build new strategic partnerships.
  • You actively contribute to the development of strategy and the management of the organisation, and facilitate collaboration between departments within Rutgers.
  • As a member of the senior management team, you are instrumental in shaping and directing the course of the organisation.
You lead the International Programmes department in an inspiring way:
  • You stimulate the autonomy, openness and courage of the employees and programme teams, and find the right balance between direction and space.
  • You actively contribute to Rutgers being an organisation where everyone feels safe and can enjoy working.
  • You ensure that the capacity of the department is used efficiently, based on the strategic goals and the course of the organisation and the department.
  • As the figurehead of our international programs, you position Rutgers among our stakeholders, working closely and dividing roles with the programme managers and the . You represent Rutgers on a national and international level in networks and contacts.

We are looking for a colleague who is committed to our mission and themes and meets the following requirements:
  • You have an academic working and thinking level, with expertise in areas such as social sciences, organisation science, international politics and/or global health.
  • You have leadership and change management skills, developed in international environment. Experience in transformation processes is an advantage.
  • You have a relevant network of (possible) donors, for instance within the EU, and a network of relevant stakeholders in the field of International Public Health and SRHR, and know how to use your network to position an organisation or a topic.
  • You have a strong vision on SRHR and have creative ideas about how to bring our SRHR topics to the next stage.
  • You have a vision on the positioning of themes and organisations among stakeholders and have proven that you can be opinionated and agenda-setting.
  • You are entrepreneurial, see opportunities and have a proven track record in translating these opportunities into new concepts, ideas and concrete proposals that fit within the financial frameworks and possibilities.
  • You understand the importance and value of research in the development and execution of programmes.
  • You are an inclusive, connecting and empathetic leader, who has an overview, dares to make decisions and knows how to create support for them.
  • You have an excellent command of both Dutch and English.

What we offer
We offer a challenging job in an ambitious organisation with enthusiastic and expert colleagues. This is a one-year contract, with the intention of extending. Your employment contract is subject to the terms and conditions of employment of the Collective Labor Agreement for Mental Health Care (cao ggz). Depending on your expertise and experience, the salary is a minimum of EUR 5,413 and a maximum of EUR 7,419 gross per month for a 36-hour working week (FWG scale 70). In addition to holiday pay of 8%, you will receive a fixed end-of-year bonus of 8.33% and 5.5 weeks of holiday per year. In addition, we have ample opportunities for (paid) parental leave, you get a discount on sports and other vitality activities and you can participate in the bicycle scheme. You will also receive your own balance budget every year, which you can use as you see fit.

Based on this, a profile is drawn up that addresses competencies, team roles and learning agility (the ability to learn from changes in the work environment). We will discuss this during the interview. In addition, we ask you to complete an assignment prior to the second interview. Furthermore, the submission of a Certificate of Good Conduct and requesting references are part of the procedure. We follow the Misconduct Disclosure Scheme for requesting written references.
